FOR THE SPECIAL TOWN MEETING
MAY 19, 2009

To either of the Constables of the Town of Aquinnah:

GREETINGS:
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify
and warn the inhabitants of the Town of Aquinnah who are qualified to vote in elections
and town affairs to meet at the Aquinnah Old Town Hall in said Town on the
Nineteenth day of May 2009, at 7:00 PM, then and there to act upon the articles of this
warrant.

ARTICLE ONE
Community Preservation Committee

To see if the Town will vote to allocate monies, from previously reserved FY ’09
Community Preservation revenues, in the following amount as recommended by the
Community Preservation Committee:
$24,000 (Twenty-four thousand dollars) from the Community Preservation
Budgeted Reserve to be transferred to the Community Preservation Community
Housing Reserve, or take any other action relative thereto.

ARTICLE TWO
Community Preservation Committee

To see if the Town will vote to re-appropriate monies, from previously appropriated FY
’09 Community Preservation revenues, to be allotted in the following amount as
recommended by the Community Preservation Committee:
$8,587 (Eight thousand five hundred eighty-seven dollars) be re-allocated from
the “Bury wires at Aquinnah Circle” line item, and returned to the Community
Preservation Open Space Reserve, or take any other action relative thereto.

ARTICLE THREE
Community Preservation Committee

To see if the Town will vote to amend the Community Preservation Committee STM 6-
19-08, Article 7 to read as follows:

“To see if the Town will vote to appropriate the sum of $100,000 (One hundred
thousand dollars) for the restoration of the Aquinnah Public Library in the Old
Schoolhouse Building and for related expenses. Further, that to raise this
appropriation the Treasurer, with the approval of the Board of Selectmen is
authorized to borrow $50,000 (Fifty thousand dollars) under and pursuant to
Chapter 44 of the Massachusetts General Laws and to issue bonds or notes of the
Town therefore and the remaining $50,000 (Fifty thousand dollars) shall be
funded through a matching grant from the Massachusetts Preservation Projects
Fund through the Massachusetts Historical Commission, Secretary of the
Commonwealth, William Francis Galvin, Chairman, or take any other action
relative thereto.”

ARTICLE FOUR
Board of Assessors

To see if the Town will vote to change the title of Assistant Assessor to
Assessor/Appraiser, or take any other action relative thereto.

ARTICLE FIVE
Conservation Commission

To see if the Town will vote to appropriate $1,470 (One thousand four hundred
seventy dollars) for Conservation Commission expenses and to transfer the
unexpended balances of $470 and $1,000 from ATM 5-10-05,17 and ATM 5-8-07,5
respectively, for that purpose, or take any other action relative thereto.

Board of Selectmen

To see if the Town will vote to transfer the sum of $25,000 (Twenty-five thousand
dollars) to the FY ’09 Town Counsel/Legal line item from the following
unexpended appropriation balances, or take any other action relative thereto:

ARTICLE SEVEN
Board of Selectmen

To see if the Town will vote to transfer the sum of $4,000 (Four thousand dollars)
from the FY ’09 Public Works Wage line to the FY ’09 Highway Wage line, or take any
other action relative thereto.

ARTICLE EIGHT
Board of Selectmen

To see if the Town will vote to transfer the unexpended sum of $3,700 (Three thousand
seven hundred dollars) from the FY ’09 Health/Dental/Life Insurance line item to the FY
’09 Maintenance/Building and Grounds line, or take any other action relative thereto.

ARTICLE NINE
Board of Health

To see if the Town will vote to appropriate the sum of $3,000 (Three thousand dollars)
for engineering and gas sampling services to develop a health and safety plan for final
permitting at the landfill (LDO), and to transfer said funds from the Stabilization Fund, or
take any other action relative thereto.
Two-thirds vote required for passage.

ARTICLE TEN
Board of Selectmen

To see if the Town will vote to pay a prior year bill to MV Tech, Inc. in the amount of
$338 (Three hundred thirty-eight dollars) for Shellfish Department laptop repairs and to
transfer that amount from the uncommitted balance in the FY ’09 Health/Dental/Life
Insurance line item, or take any other action relative thereto.
Nine-tenths vote required for passage

ARTICLE ELEVEN
Board of Selectmen

To see if the Town will vote to transfer the unexpended sum of $1,900 (One thousand
nine hundred dollars) from ATM 5-13-08,13 FY ’09 Interim Revaluation to pay for the
Assessors’ FY ’10 Interim Revaluation, or take any other action relative thereto.

ARTICLE TWELVE
Board of Selectmen

To see if the Town will vote to transfer the sum of $3,000 (Three thousand dollars)
from the FY ’09 Selectmen/Consultant line item to purchase and install a
computer in the Selectmen’s office, or take any other action relative thereto.

ARTICLE THIRTEEN
Board of Selectmen

To see if the Town will vote to transfer the sum of $3,500 (Three thousand five
hundred dollars) from the FY ’09 Selectmen/Consultant line item to the
FY ’09 Data Processing line item, or take any other action relative thereto.

ARTICLE FOURTEEN
Board of Selectmen

To see if the Town will vote to appropriate $11,000 (Eleven thousand dollars) from
the Stabilization Fund for the FY ’08 audit, or take any other action relative thereto.
Two-thirds vote required for passage.

ARTICLE FIFTEEN
Board of Selectmen

To see if the Town will vote to appropriate the sum of $6,000 (Six thousand dollars)
for additional FY ’10 General Insurance payments and to transfer that amount
from the unexpended balance in the FY ’09 Health/Dental/Life Insurance line item or
take any other action relative thereto.

And you are hereby directed to serve this warrant by posting up attested copies at the
Schoolhouse Library currently housed in the Old Town Hall, and Town Hall in said
Town, at least fourteen days prior to time of said meeting. Hereof, fail not, and make due
return of this warrant with your doings thereon to the Town Clerk at the time and place of
said meeting.
